Job Description

This position is a global function covering APAC region, EMEA region and US region, located at corporate headquarter in Hong Kong. The incumbent will liaise closely with home/host country HRs, external vendors to facilitate seamless end-to-end international mobility & reward activities across the globe, including long term assignment, short term assignment or one-way permanent transfer. Act as key point of contact on global mobility issues/enquiries and execute and enforce all kinds of International Assignment Policies across countries.

Key Responsibilities:
1. Assignment Planning Services
• Oversee/manage the assignments from pre-assignment stage through repatriation, including building appropriate compensation packages, finalizing/signing secondment letters, providing cost projections, etc.
• Be a subject matter of expert on the international assignment policy and execution globally, guiding mobility processes to successful outcomes.
• Manage and trouble shoot all relocation related matters or complex issues with assignees, vendors and HR business partners.
• Work with external mobility consultants and partner cross-functionally to ensure smooth and seamless transition for newly relocated employees/accompanied dependents who are moving in and out of the area.
• Liaise with home/host country HR for payroll setup relates to mobility elements (e.g. hypo tax deduction, any Benefit-In-Kind input, etc.), benefit enrollment and termination (e.g. International health care plan, home pension, etc.) as well as relevant legal document setup for intercompany cross charge.
• Ensure clear communications and updates with regional HR partners/key internal stakeholders about the policy changes and its implications.
• Work closely with the Director to develop and improve program, policies and general administration of the mobility processes, and identify relocation requirement for new markets. 2. Assignees’ Tax Administration
• During the assignment planning stage, work closely with the Director and the External Tax Provider to advise on tax equalization, tax gross up, tax briefing and any tax implications for employees on assignment.
• Authorize tax services with external tax provider, ensure hypo tax/COA calculation is properly calculated and delivered to payroll before start date, assist in budget hypo tax and COA exercise, support in any data requirement for annual tax return filing, assist in any enquiries relate to COA/GMT reconciliation as well as support the TEQ settlement.
• Work closely with the Director to general administration of the tax process and identify tax requirement for new markets. 3. Vendor Management
• Build and maintain effective relationships with home/host country HRs, external global relocation consultant and outsourced destination providers to leverage these relationships, execute day-to-day accountabilities and ensure the external vendors deliver proven results.
• Monitor the performance commitments of the external vendors to ensure a seamless relocation experience for our assignees.
• Assist and identify improvements with mobility/relocation nuances, manage external vendors and serving as primary internal point of contact when extra hand-holding is needed to keep the assignment planning on track.
• Regular meetings and communication with home/host country HRs on how to improve mobility support function and to maintain flexibility to meet the changing needs of the expat workforce
• Lead the entire RFP process from start to finish, negotiate the best price and support the entire setup and implementation of the program when switching vendors. 4. Others
• International Medical program (MSH)
• International Business Travel Assistance (BTA) Program
• Home Pension management (oversee assignees remain on home pension)
• Develop and maintain up-to-date expat database in all systems (Graebel, SAP, SuccessFactor)
• Maintain repository of signed assignment letters of all assignees
• Perform ad hoc projects as required

Key Requirements:
Bachelor Degree in Business Administration, Human Resources Management or related fields 5 years progressive experience in international assignments, including mobility tax, immigration and relocation Experience in automating manual mobility transactions And tasks would be desirable. Strong proficiency in MS Office including Word, Excel and Powerpoint; Advanced knowledge of Excel data analysis and manipulation Strong oral and written communication skills in English Additional knowledge of expatriate compensation, Taxation, project management would be desirable
