The Cost Management Director will be an integrated part of the dynamic Global Store Design and Construction team, and will be responsible for driving an efficient cost management and control of the construction and soft cost related to the development and renovation of Department Stores. Leading 10+ quantity surveyors and admins team, this role set benchmarks specific to Brand’s fit out cost, and to generic retail areas cost and oversees and promotes the cost reduction and control effort of all the projects. The successful candidate will use their leadership attributes as a key business partner within a matrix business environment for aiding program level decisions and ensuring proper implementation of directives. This role may include supervisory/management experience. You are committed to excellence.

Key Responsibilities:

• Drive the cost saving and efficiency of all projects execution, either on the current retail network or on the new developments globally.
• Management & control of Global Capex Expenditure to deliver DFS Stores at a high-quality level within budget.
• Re-design and execute capex monitoring, analytics and reporting framework on expenditure & budget forecasting.
• Work together with the Procurement Director to identify and manage global procurement strategy to create opportunities for volume discounts and other savings.
• Explore alternative procurement methods, such as, Construction Management Contracts in lieu of traditional Lump Sum Contracts.
• Manage in-house & external consultant team of QS’s Globally.
• Tender and negotiate Contracts Terms with consultants, contractors & fixture fabricators with discounted savings.
• Work closely with the Merchandising Dept to find ways to increase Brands (Vendor)’s Contributions maximizing margin.
• Lead the cost control team and develop team members to build a high-performance culture.
• Prepare budget cost plans based on initial block plan developed by Store Develop design team for budget approval preparation including periodic updates on concept design prepared by design consultant.
• Manage In-house team of QS providing QS services to the North Asia Region.
• Monthly reporting on Forecasted Capex Expenditure, Cashflow & Expenses.
• Advise on various design options initiated by design team for budget control and identify cost savings.
• Advise and prepare procurement strategy / methodology for projects.
• Work with in-house legal / insurance team, advise and review contractual terms and insurance clauses for project.
• Review pre-qualification of Contractors / Suppliers for the tendered packages and attend tender interviews, review tender assessment reports and contract documents.
• Review monthly PVRs and update value of works/ cashflow forecast and expenditures during construction period to maintain the works within budget.
• Coordinate and attend all project update meetings.
• Coordinate, monitor and report on project budget status.
• Manage the external QS consultants.
• Anticipate and react to any and all conditions that may impact project, design, budget or timelines.
• Report monthly through One on One in person project reviews with SVP.
• Source and manage the implementation of new capex monitoring & control software system.

Key Requirements:
KEY REQUIREMENTS
• Technical background, able to read drawings.
• Full understanding of construction documents.
• Minimum 10 years of experience as cost management of luxury retail development projects.
• A strong leader who is able to drive performance and focused on delivering the end-results.
• Possess strong business acumen and analytical skills, detail-oriented and organized.
• Possess excellent communication and interpersonal skills to effectively work with stakeholders.
• Able to work under pressure in a fast-paced environment.
• BSc (Hons), MRICS, HKIS, Dip PM or correspondent certifications.
• Basic knowledge of SAP, Oracle or similar systems.
• Proficiency with computer programs (Words, Excel, PowerPoint, Outlook, Project)
• Fluent in English language
• Minimum 10 years’ experience within the field of QS managing large capex portfolio
• Good Design and Construction sense and ability to read complex architectural and services drawings
