Regulatory Manager, Singapore & Oceania

Purpose and Objective

The Manager of Regulatory acts as an advisor on all legal requirements necessary to maintain import/export operations and Customs licensing. The manager is responsible for managing changes in international trade and political area, to ensure a high level of regulatory compliance. The manager’s signature binds the Company on all Customs-related matters in the region. The manager is responsible for an extended team of regulatory team-members in the region and working in collaboration with internal & external business partners to monitor the conduct of activities for adherence to regulatory import/export procedures throughout the business lifecycle.

Essential Job Duties and Responsibilities

  • Stay up to date on changes in customs regulations and requirements, communicating updates to relevant teams and implementing necessary changes to ensure compliance.
  • Serve as the primary point of contact for customs authorities, and internal stakeholders regarding all customs-related matters.
  • Respond to internal and external audits related to Customs practices/other operations, including working knowledge of TradeFirst program.
  • Lead and manage a team, providing guidance, training, and support to ensure optimal performance and adherence to company policies and SOPs. Ensure store operations adhere to SOPs and Licensing conditions, and provide internal training when required.
  • Assist to develop process with various internal functions in obtaining import/export licenses, agreements, permits, certification and similar (i.e Customs License, CITES permits)
  • Manage customs brokers and outsourcing partners to ensure accurate permit declarations (and HS codes) for imports, bonded movements of duty-free goods, and exports.
  • Customs compliance and regulations knowledge of Customs Lot number management for Liquor & Tobacco will be an advantage.  
  • Collaborate with IT, Business and Transformation team in SAP based application for customs lot management and tracking of customs entry to facilitate compliance and drawback.

  • Liaise with Third party warehouse, Resource & Allocation team, Divisions and Freight team to ensure replenishment orders are fulfilled timely.
  • Review and audit customs documentation to ensure accuracy and completeness, resolving any discrepancies or issues as needed.
  • Monitor and analyse key performance metrics, identifying areas for improvement and implementing initiatives to drive performance and productivity.
  • Collaborate with internal departments, including merchants, planning, finance/tax, IT and store operations, to support business objectives.
  • Assist with strategic projects, and process transformation projects to improve efficiency, compliance, and cost reduction initiatives.

Key Requirements

  • College or University Degree preferred or equivalent work experience
  • At least 5 years of leadership experience in import/export Customs and trade compliance management
  • Fluency in English
  • Proficient in MS Word, Excel and at least one Customs System eg. TradeNet, ICS or similar.
  • Ability to actively participate in complex, cross functional projects including setting scope, reaching consensus, executing on task and presenting results
  • Detailed knowledge of Bonded Warehouse regimes, FTZ’s, CITES, and Harmonized System Knowledge and experience with applying Quality Improvement Techniques.  
  • Six Sigma certification, APICs, Supply Chain Certification, and/or other professional certifications will be a plus
